Notice is hereby given that pursuant to 24 V.S.A. 4464 - 4465, the Planning Commission will hold a public hearing on Monday, February 1, 2010 beginning at 6:00 p.m. in the Community Room of the Municipal Office Building for each of the following applications:

A. Continuation of Final Plan Review of Lucie Boulet for a 3-lot subdivision on Machia Road on Parcel #014006582. Zoned Agricultural District.

B. Preliminary Plan Review for Daniel and Lise Brosseau for a 2-lot subdivision on Brosseau Road on Parcel #0013006230. Zoned Medium Density Residential District.

C. Sketch Plan Review for Paul Tremblay for a 4-lot subdivision on Gore Road on Parcel #0009207495. Zoned Agricultural District.

Application documents are on file for public review at the Municipal Office Building at 2996 VT Route 78 during normal business hours or by appointment.

In accordance with 24 V.S.A. 4464, participation in a local public hearing proceeding by an interested person, as defined in 24 V.S.A. 4465, is a prerequisite to the right to file a subsequent appeal of a decision resulting from that proceeding.

February Events

Skater Tots: Join us on Tuesday afternoons at 1:00pm for some ice time at the Highgate Arena. Skates and crates are available for those who need them. *Skater tots will not be held during school vacation. There is no charge for this event. For information, please call Liza at 868-3970.

Trustee Meeting: Tuesday February 2nd at 6:00pm. This Meeting will be held at the library and is open to the public.

Toddler & Pre-School Story Hour: 10:00am Wednesday mornings (when school is in session). Come do some wiggles and share some giggle with us.

Teen Advisory Board Meeting: Thursday February 18th at 3:15pm.

Vermont Reads Book Discussion for 5th & 6th graders: Tuesday February 23rd at 1:00pm. Each participating child receives a copy of the 2010 Vermont Reads book to keep. This year's selection is Katherine Paterson's new release The Day of the Pelican. This event will be facilitated by a member of the Teen Advisory Board. Books are available now at the public library for interested students.

Traveling Storyteller presents: The Three Billy Goat Gruff: 10:00am on Wednesday February 24th at the Highgate Elementary School (in the library).

Family Ski Days at Jay Peak: The Highgate Recreation Department, Public Library & Jay Peak would like to present Family Ski & Ride Days. We want to encourage as many people who want to ski or ride this coming winter to take advantage of this great opportunity. On the Family Ski & Ride Days you, your family and friends can go ski or ride Jay for $20.00 – $25.00. It is easy to take advantage of this opportunity, simply email highgatefamilyski@gmail.com. You can also find more information on this event on our website www.highgatelibrary.wordpress.com

During February, our Scheduled Ski Dates are: Saturday February 6th (must sign up by 9am on 2/5), Monday February 22nd (must sign up by 9am on 2/19), and Sunday February 28th (must sign up by 9am on 2/26)

The Library will be closed on Monday February 15th in observance of President's Day.

Highgate Success By Six Events:

Playgroup: Held each Monday at 10:00am (when school is in session) at the Highgate Elementary School in the Pre-School room.

Things to look for at the Library in March:

Vermont Reads Community Book Discussion join us as we discuss Katherine Paterson's new release The Day of the Pelican on Monday March 8th at 6:00pm. There are currently 60 books available to the public through this Vermont Humanities Council One-Book community reading program. Pick up your copy soon before they are all gone!

The Library will be closed on Tuesday March 2nd for Town Meeting.

Born to Read Event: If you are a member of the Highgate community and welcomed a new bundle of joy into the world during 2009, please watch your mail! On Saturday March 13th, all new babies born in Highgate (in 2009) & their families will be invited to the library for our annual Born to Read book celebration. All newborns will recieve a board book to take home & will be honored with a book dedicated to the Highgate Public Library in their name.

PUBLIC HEARING

TOWN OF HIGHGATE, VT

SELECTBOARD

Notice is hereby given that pursuant to 24 V.S.A. Sections 4442 & 4444, the Highgate Selectboard will hold a public hearing on Thursday, January 21, 2010 beginning at 8:00 p.m. in the Community Room of the Municipal Office Building to consider the following proposed amendments to the Town of Highgate Zoning Bylaws:

AMENDMENT A:

Amend Article VI, Section 610.1 by adding the following text after the first paragraph:

Telecommunications antennas that are attached to or in structures such as silos, spires, towers, cupolas, belfries, domes, and other buildings are exempt from the height limits of these bylaws provided that they do not protrude above the maximum height of the structure on which they are placed. New, telecommunications antennas that are to be placed on free-standing towers in excess of 35 feet high or that protrude above the maximum height of the existing structure on which they are placed shall comply with Section 610.2 below.

In all zoning districts, all telecommunications antennas that are to be attached to an existing structure on a property in accordance with the paragraph above or that are to be less than 35 high shall be considered an accessory use of the property and shall not require Conditional Use approval by the Board of Adjustment.

Where no existing principal use or structure is located on a property, the telecommunications antenna facility shall be considered the principal use and shall require Conditional Use approval from the Board of Adjustment prior to the issuance of a Zoning Permit.

The issuance of a Zoning Permit is required for the placement of all telecommunications antennas regardless of location or height.

AMENDMENT B:

Amend Article VIII, Section 800 by adding “Telecommunications Antennas/Facility” as either a permitted use or a conditional use in the columns for all zoning districts in accordance with Section 610.1 of the Zoning Bylaws.

AMENDMENT C:

Amend Article VIII, Section 800 by adding “Single Family Dwelling” and “Two Family Dwelling” as conditional uses in the column for the Industrial/Commercial District.
